Vintage Walter Merten HO Scale figures Working Men Pelicans Unknown maker Nests

There is a loose blue ladder in the Merten box. The figures measure about 7/8" tall.  I think that makes them HO scale. I think there is a chimney sweep, two bakers,  and a painter.  I think the pelicans are just stored in a Merten box. Like the workers, I don't think that they were used. The nests are loose. I think they might be pelicans. They have a big wingspan of  about 3/4"
