Pre-WWII CSR/Slovakia 1938 Bazovsky Dark Brown Type A Trial Overprint on 3Kcs Cesky Raj for Autonomous Slovakia Expertized Kvasnicka Scarce and Genuine F-VF MNH Slight Gum Disturbance
ITEM:
Background: This lot offers a very interesting and scarce trial overprint which was produced in November or December 1938 to commemorate the Zilina Agreement which formalized the decentralization of the Czechoslovak government with respect to Slovakia and the establishment of the Second Czechoslovak Republic. In the political turmoil following the Munich Agreement and the annexation of Czechoslovak territory by Germany and Hungary, coupled with Slovak aspirations for autonomy and the dissemination of false information by the Nazi German regime, the Second Czechoslovak Republic was born in order to maintain the political integrity of the territory that was still left in Czechoslovak hands. On October 6, 1938 the Czechoslovak Government accepted the Zilina Agreement which stipulated a significant decentralization of government authority, giving Slovakia relative autonomy. A similar arrangement was in place for the Carpatho-Ukraine. Following the Zilina Agreement the only common centralized areas of government authority over Bohemia, Moravia, Silesia and Slovakia were the Ministries of Defence, Finance and Foreign Affairs. Autonomous Slovakia gained legislative control over all other areas of government responsibility. Furthermore, military units in Slovakia were to be comprised of Slovaks only and the name of the Second Republic was formally changed to "Cesko-Slovensko".
The Type A overprint applied to the stamp offered in this lot was essentially a trial overprint which was potentially to be used in autonomous Slovakia and the overprint "(Slovak emblem) 6. X. 1938" commemorates the Zilina Agreement. The overprint was created by Milos Bazovsky, applied at the firm Unie Praha and is often simply referred to as the "Bazovsky" overprint. Five similar but distinct types of trial overprint were applied to a range of Czechoslovak stamps in at least three different colours, as per the Slovak Specialized Catalogue noted below. The overprint types are typically designated "A" through "E". Please see my selection of standard Slovak issues with more interesting specialized items and post-war liberation issues. Reference: This stamp is not listed in standard catalogues but this stamp is noted in the Slovensko 1939-1945 specializovany katalog znamok a celin by Ondrej Foldes (Album, 2007), page 19, with a value of 4500 SKK. This overprinted stamp is also listed in the recent specialized catalogue Slovensko 1939-1945 by Dr. Bohumil Synek (2015) with a value of 160€ or approximately 4. The overprint applied to this stamp is a brown Type A overprint. A survey of recent auction results indicates that the valuations offered in current catalogues for stamps of this type are too low. Stamps with Bazovsky trial overprints, of any denomination, are currently selling for up to 0 and more in some circumstances. This is a very scarce stamp, missing from virtually all Czechoslovakia and Slovakia collections. This is the LAST example of this particular stamp that I have to offer.
Condition: Fine to very-fine overall condition with very-fine centering, fresh appearance and with full original never-hinged gum but for a slight disturbance effecting three perforations at the upper-right corner on the reverse as per the second scan. This stamp has been expertized and the reverse bears the scripted "Kvasnicka" guarantee back-stamp (in the appropriate location and orientation for a trial or proof overprint) of noted expert Zdenek Kvasnicka (1905-1993).
